That's more lazy DPC writing not wanting to do branching for the scene. Tommy not blowing up a gasket at the MC for that is one of the most OOC moments any character has had in the game and that's saying a lot.
It's contradictory as fuck too, because getting with Heather is seen as DIK choice despite how Tommy behaves in the relationship between them and no matter how much of a DIK mc is due to the player choices he will always fess up and confess.
Do not be deceived, Tommy doesn't defend MC because he hates Nick more or he forgives MC but not Nick, he does it because of the same reason than an MC on Quinn route will ignore her call. Because it's not how DPC want to write the scene, the scene was written as is and never took into account how the player or MC might feel about Tommy, you always ok with him regardless if he broke the DIK secret code with you in the same way the MC always gets mega emotional with Zoey.
For the story DPC wants to tell Tommy can't get mad at MC in that situation, therefore, he doesn't. There's nothing deep about it.
